There are three basic types of CCW. "Shall Issue" (34 states**) "May Issue" (10 states**) and "No Issue" (6 states). Missouri is currently one of the 6 "No Issue" states.
This table represents details of the laws in each of the 34 "Shall Issue" states. Missouri (which remains a "No Issue" state) is included only to indicate the details of what the law would have been had Proposition B passed in April 1999.
Reciprocity indicates whether the state recoginizes CCW permits from 1 or more other states. For more detail, see resources such as www.nraila.org or www.packing.org.
Caution: These laws are a moving target. This is the most current and accurate information we could get our hands on, and many details have already been manually updated. If anyone has specific and current knowledge of any innacuracy in this list, please email us at the address below. The table is a work in progress, involving ongoing research. *There was a provision in Prop. B which would have allowed the Missouri Departmen of Public Safety to certify individual states for CCW permit reciprocity, if the DPS determined that state has background investigation and training requirements which are "substantially similar" to those within Prop. B.
**Most states CCW laws lend themselves to easy categorization as either "Shall Issue" or "May Issue". Alabama is an exception. It is worded in such a manner that it could well be placed in either category. In practice, however, it tends to be a "Shall Issue" state, so that is how it is listed here. Other documentation may conflict. We do not contradict them, but rather suggest the point is open to interpretation.
*** Vermont is unique in that every US citizen automatically has the right to carry concealed within Vermont's borders with no permit required. No permit, no training, no permission, no problem. Not coincidentally, among the 50 states VT has the lowest risk per capita that a citizen will be injured by a violent criminal.
