	Using most recently published state population data from the US Census bureau: 65.7% of the US population lives in "Right To Carry" (Vermont, Alaska & 37 "Shall Issue") states, 28.1% in "Right Restricted" (9 "May Issue") states, and 6.3% in "Right Denied" (2) states.

Most states CCW laws lend themselves to easy categorization as either "Shall Issue" or "May Issue". Alabama is an exception. It is worded in such a manner that it could well be placed in either category. In practice, however, it tends to be a "Shall Issue" state, so that is how it is listed here. Other documentation may conflict. We do not contradict them, but rather suggest the point is open to interpretation.
