Most states CCW laws lend themselves to easy categorization as either "Shall Issue" or "May Issue". Alabama is an exception. It is worded in such a manner that it could well be placed in either category. In practice, however, it tends to be a "Shall Issue" state, so that is how it is listed here. Other documentation may conflict. We do not intend to contradict them, but rather suggest the point is open to interpretation.
